A decommissioning plan is a structured document that describes how an industrial installation, factory, or building is decommissioned safely, in phases, and responsibly. It specifies which activities are to be carried out, in what order, by whom, and under which safety and environmental conditions. For industrial projects, a good decommissioning plan is not a formality, but a practical necessity.

Without a clear plan, as a client or contractor, you run the risk of delays, unsafe situations, and legal complications. What is included in a dismantling plan?

A dismantling plan contains a detailed description of all steps required to safely dismantle an object. It includes, at a minimum, a project description, a phasing of the work, a risk analysis, safety measures, the handling of hazardous substances and waste streams, and the responsibilities of the parties involved.

Depending on the complexity of the project, a dismantling plan for industrial demolition works also includes:

  • An inventory of hazardous substances such as asbestos, chromium-6, or chemical residues
  • Cleaning and decontamination procedures for installations that were in operation
  • A material flow overview with reuse and processing objectives
  • Safety and Health Plan (S&H Plan) in accordance with legal requirements

When is a dismantling plan mandatory?

A dismantling plan is legally required for demolition work where the amount of material to be demolished exceeds 10 m³, or when asbestos is present. This follows from the Buildings and Living Environment Decree (Bbl). In the industrial sector, an obligation applies in almost all cases, given the scale and the presence of hazardous substances.

In addition to the statutory thresholds, there are additional situations where a dismantling plan is mandatory or strongly recommended:

  • A certified remediation plan is required in the presence of asbestos, chromium-6, or other hazardous substances
  • When the project takes place near local residents or other businesses that may experience nuisance
  • During the dismantling of installations in the (petro)chemical industry or energy sector, due to environmental legislation
  • When the client bears responsibility as Construction and Demolition Safety (CBS) Coordinator

Municipalities and environmental services assess the submitted plan upon the demolition notification. A dismantling plan that does not meet the set requirements may lead to delays or the refusal of permission to commence.

How does a dismantling plan differ from a demolition notification?

A demolition notification is a statutory notification to the municipality that you intend to carry out demolition work. A dismantling plan is the substantive document that describes how those works will be carried out. The demolition notification is the administrative instrument; the dismantling plan is the operational foundation.

Specifically: you submit a demolition notification to the municipality, and the dismantling plan is the accompanying document demonstrating that you have prepared the work safely and responsibly. Without a well-substantiated plan, a demolition notification is not always accepted.

The difference is also functional. The demolition notification regulates legal permission; the dismantling plan for industrial projects regulates practical execution. For industrial projects, both documents are inextricably linked, but they play different roles in the process.

Who draws up a dismantling plan?

A dismantling plan is drawn up by or in collaboration with the executing demolition contractor, preferably at an early stage of the project. For industrial dismantling projects, it is advisable to select a contractor with demonstrable experience in the relevant sector and the appropriate certifications.

The setup requires specific knowledge of:

  • Applicable laws and regulations, including the Bbl and sector-specific environmental standards
  • Technical characteristics of the installations to be dismantled
  • Hazardous substances and associated remediation procedures
  • Logistics and phasing of large-scale demolition works

In practice, the client and contractor collaborate on the plan. The client provides technical documentation for the installations, while the contractor develops the methodology, safety measures, and material flows. What are the risks of dismantling without a plan?

Dismantling without a sound dismantling plan entails significant risks regarding safety, the environment, and legal liability. Without a plan, the structure to anticipate and manage hazardous situations is lacking, which can lead to accidents, environmental incidents, or the shutdown of the project by enforcement agencies.

The most common risks are:

  • Safety incidents: Without risk analysis and safety measures, the likelihood of accidents when working with hazardous substances or unstable structures is significantly greater.
  • Environmental damage: Uncontrolled release of asbestos, chemical residues, or other hazardous substances can lead to soil contamination and high remediation costs.
  • Legal consequences: Carrying out demolition work without mandatory documentation can lead to fines, criminal prosecution, and liability for consequential damages.
  • Project delays: Missing permits or inadequate preparation almost always result in costly standstill.

How does a dismantling plan contribute to circular demolition?

A dismantling plan enables circular demolition by determining in advance which materials will be reused, recycled, or sustainably processed. By identifying and separating material flows already in the planning phase, the reuse rate increases significantly compared to unstructured demolition.

In practice, a circular dismantling plan includes a material flow overview in which steel, copper, aluminium, and other raw materials are inventoried for reuse or marketing. Complete production lines and installations that are still functional are dismantled and made available instead of being demolished. This prevents scrapping and reduces the environmental impact.
